Recently, Rwandan President Paul Kagame said that the security situation in Cabo Delgado had been 80 percent resolved. He was followed suit by Mozambican Defence Minister Cristôvão Chume who on a visit to the province in late June told the media that the aim of freeing certain areas has been accomplished, and between 60 to 80 percent of the internally displaced people had returned to their homes.
And the Southern African Development Community (SADC) Mission in Mozambique (SAMIM) has announced it will wind down its operations in Cabo Delgado within a year.
But despite the wave of triumphalism, the gruesome acts of beheading seem to be making a comeback in the most geostrategic of Mozambican provinces, seemingly showing that the insurgency is far from defeated, which is exacerbated by the lack of a collective approach for the three armies fighting the insurgents in Cabo Delgado.
Thus, the lack of coordination in the response to the insurgency seems to be fuelling the insurgents brutal efficacy and efficiency, who continue to attack the positions of Mozambique’s Defence and Security Forces (FDS) with some relative success.
