Mozambican security services claim that insurgents in Cabo Delgado move around with large sums of money which they’re using to distribute among the population in the various districts which they attack.

If this is true, it would mean that the insurgency is evolving. Rather than the gruesome decapitations they used to carry out, which drove away population, the insurgents are now in the business of attempting to win hearts and minds.
This could complicate government efforts to defeat the insurgency, as a poverty-stricken population would be more prone to collaborate with the insurgents rather than government forces.
